Asbestos testing and removal in San Antonio: cost, Texas rules, and who to call
Cited to City of San Antonio, Texas DSHS and EPA pages. Checked November 2026.
Short answer: if you are renovating or demolishing a commercial building in San Antonio, you need an asbestos survey before the city will take your building permit, and Texas DSHS must get notice at least 10 working days before covered removal or any demolition. A single house or a building with four or fewer units is generally outside both the city requirement and the Texas rules, but EPA still recommends a trained professional test anything you plan to disturb.
Testing and removal are separate steps. An inspector samples and a lab analyzes. Only if something tests positive and will be disturbed do you need a licensed abatement contractor.

When you need an asbestos survey in San Antonio
The city building permit
- City of San Antonio: the Development Services asbestos form says an asbestos survey is required in all commercial buildings before any renovation or demolition, citing City Ordinance #89710 and the state rules. Source
- A copy of the survey report (or a qualifying engineer or architect letter) for the area being permitted must be provided with the building permit application. A survey stays acceptable as long as it still accurately describes the materials where the work will happen. Source
- The city form lists these as exempt from the survey requirement: private residences, apartment buildings with four or fewer units, state or federal buildings, limited-access industrial or manufacturing facilities, and structures found structurally unsound and in danger of imminent collapse. Source
The Texas rules
- Texas rule: before any renovation or dismantling of a public building, commercial building or facility, including preparation for demolition, the owner must have an asbestos survey performed, covering the work area and anything nearby that could foreseeably be disturbed (25 TAC 296.191(d)). Source
- In a public building, the survey must be done by a person licensed under the Texas rules, and to show a material is not asbestos the licensee must collect at least three samples from each suspect homogeneous area. A Texas architect or engineer certification is the other option, but it does not meet the OSHA or NESHAP survey requirement. Source
In practice, a restaurant remodel or a strip center demolition starts with a survey. A kitchen remodel in your own house does not legally require one.
Older San Antonio homes and what to look for
San Antonio has a large stock of older neighborhoods. The city counts 32 locally designated historic districts, including King William, Monte Vista, Lavaca and Tobin Hill, plus 20 National Register Historic Districts. Source Age alone does not tell you whether a material contains asbestos. Only sampling and lab analysis does.
EPA lists these places in a home where asbestos may be found: Source
- Vermiculite attic and wall insulation
- Vinyl floor tiles, the backing on vinyl sheet flooring, and adhesives
- Roofing and siding shingles
- Textured paint and patching compounds on walls and ceilings
- Hot water and steam pipes coated or wrapped with asbestos material
EPA’s advice: material in good condition that will not be disturbed should be left alone. Test before a remodel, or if the material is damaged. Source
Single-family homes and small rentals
- The Texas asbestos rules do not apply to a single private residence or a single apartment building with no more than four dwelling units, except a residential building that is subject to the federal NESHAP (25 TAC 296.1(c)). Source
- A home can fall under NESHAP when two or more 1-4 unit residential buildings within 660 feet of each other, under the same owner, are renovated or demolished as one project, or when a home is demolished along with other building types as part of a larger project. One 1-4 unit residential building demolished by itself is not covered. Source
- DSHS says one private residence is not subject to the asbestos NESHAP and notification is not required. Source
- The DSHS decision tree also asks whether a home will be converted to five or more units or to a commercial or public building. Where the state rules do not apply, OSHA worker protection rules may still apply. Source
Landlords: the exclusion stops at four units. An apartment building with five or more units is inside the Texas rules, and a 1-4 unit building can be pulled in if several on the same site are worked on as one project.
Texas asbestos rules in plain English
- The Texas Department of State Health Services (DSHS) runs the state asbestos program. The state law is Occupations Code Chapter 1954 (Asbestos Health Protection), and the rules are 25 Texas Administrative Code Chapter 296, which replaced the repealed Chapter 295, Subchapter C in 2021. Source
- DSHS licenses individuals (including workers, supervisors, inspectors, air monitoring technicians, project managers, consultants and management planners) and businesses (including abatement contractors, consultant agencies, transporters and laboratories). Source
- DSHS must be notified no fewer than 10 working days before covered asbestos abatement or demolition starts. One filing through the DSHS online system or on the DSHS form meets both the federal NESHAP and the Texas notice requirement. Source
- Notice is required before demolition of a building or facility even when no asbestos is present. Source
- The building owner pays a notification fee based on the amount of asbestos removed: a $55.00 minimum plus a 3% subscription fee per original notification, invoiced 30-45 days after the project end date. Source
- Federal baseline: the full NESHAP removal requirements apply when regulated asbestos-containing material totals at least 260 linear feet on pipes, 160 square feet on other components, or 35 cubic feet where it could not be measured beforehand. Source
- The NESHAP work practices cover all facilities except residential buildings with four or fewer dwelling units, and a home renovated or demolished as part of a commercial or public project is not exempt. Source

What asbestos testing and removal cost
We did not find published San Antonio prices, so we do not print a local average. These are the published figures we use across this site:
- Lab analysis: the Wisconsin State Laboratory of Hygiene publishes $48 per bulk sample at normal turnaround, $72 priority and $96 rush. Source
- Inspector time: a South Carolina state contract caps inspector time at $95 per hour and report preparation at $90 per hour. These are volume rates for a government buyer. Source
- Consumer estimate: Fixr’s guide, last updated August 2022, gives $250-$750 as a typical range for asbestos testing, with a $500 national average. Source
- State notice fee: for covered removal, the owner pays DSHS a fee based on the amount removed, with a $55.00 minimum plus a 3% subscription fee. Source
Removal is priced by the job: the material, the square footage, the containment it needs, air monitoring and disposal. Get two or three written scopes. See asbestos testing cost for the full price tables and abatement cost factors for what drives a removal quote.
How to choose and verify a contractor
Start with the license. DSHS points to its online license system as the most current source.
Check a license yourself
DSHS Find a Licensee (Asbestos Program). Search the company and the named inspector or supervisor, and confirm the license type fits the job.
When testing and removal must be separate firms
- On a public building project, the owner must use a licensed third party for area and clearance air monitoring, and that third party may not be hired by the abatement contractor for that purpose (25 TAC 296.31(a)). Source
- On a public building project, the licensed consultant may not hire the abatement contractor (or the reverse), one firm may not act as both consultant and contractor, and an inspector who surveyed the project may not also be the abatement contractor on it (25 TAC 296.31(b)). Source
These rules do not cover a private home, but an independent inspector still keeps the test separate from the removal quote.
Questions to ask before you hire
- What is your DSHS license number, and who is the licensed supervisor on site?
- Which materials will you sample, how many samples, and which lab analyzes them?
- Does the quote include containment, air monitoring, disposal and clearance testing?
- Who files the DSHS notification, and when will it be filed?
- Who performs clearance air monitoring, and are they independent of the removal crew?
- Will you give me a written scope and the survey report before work starts?
