Asbestos removal and testing in Dallas: Texas rules, cost, and who to call
Cited to City of Dallas, Texas DSHS, EPA and OSHA pages. Checked November 2026.
Short answer: Texas requires an asbestos survey before any renovation or demolition of a public or commercial building, and DSHS must get notice at least 10 working days before any demolition or covered removal starts. Call a DSHS-licensed asbestos abatement contractor for the removal, and have the testing done first by an independent, DSHS-licensed inspector who is not part of the removal company.
A single house or a building with four or fewer units is generally outside the Texas rules, but EPA still says to leave undamaged material alone and to use trained professionals before you disturb anything that might contain asbestos. Source

When you need an asbestos survey in Dallas
The City of Dallas demolition permit
- City of Dallas: the demolition permit checklist from the Planning & Development Department (form 26-001, dated February 3, 2026) includes an item stating that an asbestos survey has been conducted under the Texas Asbestos Health Protection Rules and the federal NESHAP for the area being renovated or demolished. Source
- The checklist also requires liability insurance covering asbestos hazards when the project includes asbestos. Insurance is not required to demolish a one- or two-family dwelling. Source
- State law backs this up: a Texas city that requires a permit to renovate or demolish a public or commercial building may not issue it unless the applicant shows that a licensed person surveyed every part of the building the work affects, or provides a licensed engineer or registered architect certification that those parts contain no asbestos (Occupations Code 1954.259). Source
The checklist does not say whether the survey item is applied to one- and two-family homes. If you are taking down a house, ask Planning & Development at the number on the form, (214) 948-4480, before you apply. Source
The Texas survey and notice rules
- Before any renovation or dismantling of a public building, commercial building or facility, including preparation for partial or complete demolition, the owner must have an asbestos survey performed. The work area and anything nearby that could foreseeably be disturbed must be surveyed (25 TAC 296.191(d)). Source
- In a public building, the survey must be done by an appropriately licensed person, and to show a material is not asbestos the licensee must collect at least three samples from each suspect homogeneous area. Source
- DSHS must be notified no fewer than 10 working days before covered asbestos abatement or any demolition starts. One filing through the DSHS online system or on the DSHS form meets both the federal NESHAP and the Texas notice requirement (25 TAC 296.251). Source
- Notice is required before demolition of a building or facility even when no asbestos is present. Source
- Federal baseline: the asbestos NESHAP requires the owner or operator to thoroughly inspect the part of the facility where a demolition or renovation will occur before work begins (40 CFR 61.145(a)). Source
- For renovation of a commercial building or other facility, notice is required when the regulated asbestos to be disturbed meets the NESHAP threshold: 160 square feet, 260 linear feet of pipe, or 35 cubic feet. Source
Fort Worth, Arlington and the rest of DFW
We did not find a published City of Fort Worth or City of Arlington asbestos rule for demolition permits, so we do not describe one. The state rules above, including the municipal permit rule in Occupations Code 1954.259, apply across Texas. Source Confirm the local permit checklist with the city before you schedule work. Local listings: Fort Worth and Arlington.
Single-family homes and small rentals
- The Texas asbestos rules do not apply to a single private residence or a single apartment building with no more than four dwelling units, except a residential building that is subject to the federal NESHAP (25 TAC 296.1(c)). Source
- A home is pulled under NESHAP when two or more 1-4 unit residential buildings within 660 feet of each other, under the same owner, are renovated or demolished as one project, or when a home is demolished along with other building types as part of a larger project. One 1-4 unit residential building demolished by itself is not covered. Source
- DSHS says one private residence is not subject to the asbestos NESHAP and notification is not required. Source
- EPA notes that a home renovated or demolished as part of a commercial or public project is not exempt from NESHAP. Source
Landlords and investors: the exclusion stops at four units, and several small houses cleared on one site as one project can be pulled in.
Dallas housing by age, and where asbestos hides
Census estimates for the City of Dallas (ACS 2024 1-year) count about 600,000 housing units. About 276,500 of them, roughly 46%, were built in 1979 or earlier, and another 89,600, about 15%, were built in the 1980s. The median year built is 1983. Source
Why the year matters: OSHA’s construction asbestos standard treats thermal system insulation and surfacing material in buildings constructed no later than 1980 as presumed asbestos-containing unless testing shows otherwise. Source Age is still not proof either way. Only sampling and lab analysis tells you what a material contains.
EPA lists these places in a home where asbestos may be found: Source
- Vermiculite attic and wall insulation
- Vinyl floor tiles, the backing on vinyl sheet flooring, and adhesives
- Roofing and siding shingles
- Textured paint and patching compounds on walls and ceilings
- Hot water and steam pipes coated or wrapped with asbestos material
- Oil and coal furnaces and their door gaskets
Inspection vs. abatement: why Texas keeps them apart
An asbestos inspection, or survey, finds and samples suspect materials and produces a report. Abatement is the removal, enclosure or encapsulation of what the survey found. Texas licenses these as different jobs.
- The Texas Department of State Health Services (DSHS) runs the state asbestos program, including licensing and notifications. Source
- DSHS issues separate individual licenses (such as worker, supervisor, inspector and consultant) and business licenses (such as contractor, consultant agency and laboratory). Source
- A person must hold an asbestos abatement contractor license to do asbestos abatement in a public building for others, and an asbestos inspector license to conduct an asbestos survey in a public building (25 TAC 296.50 and 296.53). Source
The conflict-of-interest rules
- On a public building project, the owner must use a licensed third party for area and clearance air monitoring, and that third party may not be hired for that purpose by the abatement contractor (25 TAC 296.31(a)). Source
- On a public building project, the consultant and abatement contractor may not hire each other, and an inspector who surveyed the project may not also be its abatement contractor (25 TAC 296.31(b)). Source
- EPA gives homeowners the same advice: use two different firms, so the one assessing the need for removal is not the one paid to do it. Source
If the firm paid to remove material also decides how much there is and when the job is clean, nobody is checking the work. The state rule covers public buildings, but the logic protects homeowners too.
What asbestos testing and removal cost in Dallas
We did not find a published consumer price survey for Dallas or for Texas, so we do not print a local average. These are the dated figures we found, labeled by where they come from:
- Dallas County contract prices (Texas, 2025): a 2025 Dallas County bid tabulation for asbestos and lead paint abatement services shows two bids: $2.00 and $4.00 per square foot for floor tile and mastic on concrete, $1.50 and $14.00 for popcorn ceiling, and $7.00 and $40.00 per linear foot for pipe insulation. These are volume rates for a government buyer, and they show how far bids spread. Source
- National removal estimate (2022): Fixr’s guide, updated August 2022, says many licensed asbestos removers charge $5 to $20 per square foot. Source
- National testing estimate (2022): Fixr’s testing guide, updated August 2022, gives $250 to $750 as a typical range for asbestos testing, with a $500 national average. Source
- Lab analysis (national): the Wisconsin State Laboratory of Hygiene publishes $48 per sample at normal turnaround, $72 priority and $96 rush. Source
- Texas notice fee: for covered removal, the owner pays DSHS a fee based on the amount removed, with a $55.00 minimum plus a 3% subscription fee. Source
A removal quote depends on the material, the square footage, the containment it needs, air monitoring and disposal. Get two or three written scopes for the same survey report so the numbers compare. See asbestos testing cost and abatement cost factors for more detail.
