California asbestos rules: licensing, notices and homeowner exemptions
Built from official California and federal agency pages. Checked November 2026.
California splits asbestos oversight. Cal/OSHA registers contractors and employers that do asbestos-related work on 100 square feet or more of asbestos-containing material, and the Contractors State License Board (CSLB) licenses contractors. Renovation and demolition notices go to your local air district if it runs a delegated asbestos program, or to U.S. EPA in non-delegated counties.
Licensing
Cal/OSHA registration + CSLB license
Advance notice
Local air district or U.S. EPA; Cal/OSHA 24 hours for temporary worksites
Private homes
Depends on air district; South Coast AQMD has a narrow owner-occupant exemption
Who licenses asbestos work in California
Cal/OSHA (registration) and the Contractors State License Board (license).
- Any contractor or employer (public or private) doing asbestos-related work on 100 square feet or more of material containing more than 0.1% asbestos by weight must register with Cal/OSHA. Source
- Contractors seeking an unrestricted Cal/OSHA registration must hold a C-22 license from CSLB. Public and private employers working on their own property do not need a CSLB license. Source
- The Cal/OSHA database shows whether a contractor or building owner is registered for asbestos-related work. A listing does not assure the contractor license is current and active, so check CSLB as well. Source
Check a license yourself
Cal/OSHA Asbestos Registrants' Database. Cal/OSHA notes that a listing does not assure the contractor license is current and active, so check CSLB too.
Notification before renovation or demolition
- Anyone doing asbestos work at a temporary worksite must notify the nearest Cal/OSHA Enforcement District Office 24 hours before work starts. Source
- In delegated air districts, the district runs its own asbestos program and rules. CARB lists South Coast AQMD, Bay Area AQMD, San Diego County APCD, San Joaquin Valley APCD and Sacramento Metropolitan AQMD as delegated. Source
- In non-delegated counties (CARB's examples include El Dorado, Placer, Shasta and Imperial), the notification form goes to U.S. EPA, and a copy may also be sent to CARB. Source
Homeowners and private residences
- South Coast AQMD exempts an owner-occupant who personally renovates a single-family home only when the house is not a rental or business, is not vacant, the owner lives there and is on the deed, and the owner does the work personally (not laborers, friends or family). Source
- South Coast AQMD does not recommend that a homeowner remove asbestos, and asbestos waste left outside the home is still subject to Rule 1403 handling, storage and disposal requirements. Source
An exemption from licensing or notice is not a safety finding. EPA advises leaving undamaged material alone and having a trained professional sample anything you plan to disturb. See do I need asbestos testing before renovating?
Local programs in California
- In the South Coast AQMD area, a demolition permit applicant must give the local building department a copy of the demolition notification filed with South Coast AQMD (California Health and Safety Code 19827.5). Source
- CARB's locations page lists South Coast AQMD for Orange County and as an option for Los Angeles, Riverside and San Bernardino counties, and Bay Area AQMD for Alameda, Contra Costa, Marin, San Francisco, San Mateo and Santa Clara counties. Check the page for your exact address. Source
The federal baseline
State rules sit on top of the federal Asbestos NESHAP. These points apply nationwide.
- Before a covered demolition or renovation starts, the owner or operator must thoroughly inspect the affected facility for asbestos, including Category I and Category II nonfriable material. Source
- The full removal and work-practice requirements apply when the regulated asbestos-containing material (RACM) involved totals at least 260 linear feet on pipes, 160 square feet on other components, or 35 cubic feet where it could not be measured beforehand. Source
- Written notice of intent is due at least 10 working days before asbestos stripping or removal work, or any other covered activity, begins. Source
- The owner or operator must notify the delegated agency before any demolition. Renovations need notice only when they involve the threshold amount of regulated asbestos-containing material. Source
- The work practice standards cover demolitions and renovations of all facilities except residential buildings with four or fewer dwelling units. A home demolished or renovated as part of a commercial or public project is not exempt. Source

Frequently asked questions
Who do I notify before an asbestos renovation or demolition in California?+
Your local air district if it has a delegated asbestos program (CARB lists South Coast, Bay Area, San Diego County, San Joaquin Valley and Sacramento Metropolitan among them). In non-delegated counties the notice goes to U.S. EPA, with an optional copy to CARB.
When does a California asbestos contractor need Cal/OSHA registration?+
For asbestos-related work on 100 square feet or more of material containing more than 0.1% asbestos by weight. Contractors seeking unrestricted registration also need a CSLB C-22 license.
Can I remove asbestos from my own house in Southern California?+
South Coast AQMD has a narrow owner-occupant exemption: you must live in the home, be on the deed, the home cannot be a rental, business or vacant, and you must do the work yourself. The District does not recommend it, and waste disposal rules still apply.
